The following changes have been made, effective immediately:

Handling now lies within the direct power of the leader and active family members.

- Declaration: The empire has been declared inactive by the leader.
- Time Check: The empire has not been seen in over 48 hours.
Both of these must be true for the game to consider the empire inactive. This means that:

Players can plan with their leader to avoid the manual tag and thus removal, in the case of planned absence from the game (personal emergency, vacation, etc). -
Declaration but no Time Check
Players can not be killed off if they are still interacting with the game, even if the leader considers them unwanted and declares them inactive. Not responding to messages does not mean inactive.
Leaders can however, declare empires inactive ahead of time to allow attack as soon as the time check passes.
3. Inactive checks have been moved from "Deploy" to "Trigger".

This means you are no longer blocked from sending fleets to still-active family members. This will help if you want to send hovering fleets to at-risk team members, before they actually go inactive.
4. Non home-planets become "reclaimable" by the family.

- All defenses stand down for internal attacks. Planets can be taken with 1 transport and 2 ground as if the defender fleet didn’t exist.
- All infrastructure is preserved, regardless of Networth difference.
This will allow families to recoup their investment, instead of instantly losing the inactive empire’s territory, infrastructure, and resource production.
This will also prevent holes in family territory, no longer leaving them vulnerable to exploration vultures.
5. When the empire’s last planet is removed, the attacker receives all resources from the target empire prior to its removal from the family.

We hope this helps alleviate the pain caused by inactive empires, especially early in the round.
There are other changes planned, but the changes above are ready now and a step towards addressing wider imbalances.
