Inactive Handling Updates

The following changes have been made, effective immediately: 1. There is no more auto-removal script. 2. The "Inactive" definition has been updated. 3. Inactive checks have been moved from "Deploy" to "Trigger". 4. Non home-planets become "reclaimable" by the family. 5. When the empire’s last planet is removed, the attacker receives all resources from the target empire prior to its removal from the family.
