Spinning off from the idea posted in: SI prefixes in numbers, we should be able to use commas in inputs requiring an integer, float, etc.
Currently, if we copy and paste the displayed values on the HQ page, the full input is not used (for example, putting 1,000,000 into science fund only adds 1 to science fund)
