What and when was the King of the Hill Galaxies?

I’ve seen references in the old IC Guide about King of the Hill (KOTH) galaxies, but have no clue what they were. Were they a renaming of the hardcore galaxies such as Draco, or something different?

When did these galaxies come into being under that format? When did they end?

These were afew rounds where if you held all the Hill systems in the middle of the map for X ticks you won the round. it was insanly difficult as once u went for the hill all other fams came for you.
