Potential bug - building space

I have 10/250 buildings on my planet but I have the message : Having space to construct new buildings on is vital for your empire’s expansion. Therefore it makes me quite disturbed to see that your planets are running out on free space to build. Maybe you should consider getting new land by exploring a new planet or conquer one owned by another ruler.

Is that right?

Was this on a fresh empire, or were buildings under construction?

It was before the round started. I hadn’t started building any buildings and still saw the message.

This appears to be pre-existing, and not related to the pending upgrade on dev.
