Basically what Rivan has already done with the tool he created. Just add this to the military page in its own tab and make it more streamlined for family use. Rather than having 100 tabs popping up it would be much more useful and more people would likely use this.

Fleet sender does not give skill. Making this game less time consuming and easier to use does not hurt anyone, on the contrary. Veterans of the game do not need any extra help, they already should have experience and skills in their corner.
