Only tried with portal sab; need to confirm bug/fix with all ops.
Steps to reproduce
- Play in non-HC galaxy
- Find a target’s home planet
- Attempt to sabotage portal
- Observe “we can’t do this to their home planet” error
- Check remaining morale
Expected results
As no op was performed, no morale should be lost.
Actual results
Morale was lost, even though the op was not performed.
