Could even reverse the algorithm for it from 5% of current pop to 5% of max pop. Would allow for pop bankers to gave a bit stronger start and would balance out the E-Storm and Hypno a bit better. Not sure about others but if I’m colonizing a new planet I want people getting knocked up all the time, then start to taper off as the civilization becomes sustainable.
