Low level moral issue

Sitting on one planet. Cost to op someone is saying 22 % when the person has 150 planets

When my teammate who has 100 planets gets 5% morale cost on him …

So gained another planet sitting on 2 planets. And morale cost is now 11.5 %.

When it should be 5%

Opening up the Morale Formula

I’ve been looking at this bug and am getting frustrated at our mess of a morale formula. It’s long overdue that we pick this thing apart publicly so we can start with a new baseline. If we want to add some secret sauce to it after, that’s fine, but our base formula is completely out of whack.
