35% nw bug STILL active in ulti

was able to attack some players under 35, then other i couldnt, now i cant attack any

standard msg. now last night i was able to attack that person again. im sure the nw didnt fluctuate that would bring me in and out of range.

As the player you attacked were under 35% of your NW they expected to lose and managed to take measures to make the planet unhabitable before they took off.

How strange, those 2 errors conflict.
