Ever since modern morale failed, we are back to classic (just planet sizes between empires, not introducing family NW/size).
When you look at other sources like Opening up the Morale Formula, you can see that it bases off of attacks in previous ticks, not just current tick planet size/difference. It is supposed to help stop farming, but we all see the state that is in.
