As for a mid-round shuffle, do you mean the entire galaxy gets re-arranged mid-round? That sounds very intense.

Just the planets, so as to make war more likely. How likely it is for a fam that dominates entire systems to lose them entirely?

Or if systems were half the size, but twice the number?
